{"id":10,"date":"2021-07-29T14:31:16","date_gmt":"2021-07-29T14:31:16","guid":{"rendered":"https:\/\/fpcl.influo.ci\/?page_id=10"},"modified":"2026-03-30T09:58:21","modified_gmt":"2026-03-30T09:58:21","slug":"home","status":"publish","type":"page","link":"https:\/\/fpcl.influo.ci\/","title":{"rendered":"HOME"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/fpcl.influo.ci\/wp-content\/uploads\/2026\/03\/Notre-dame-de-la-paix-yamoussoukro.webp\" title=\"Notre-dame-de-la-paix-yamoussoukro\" alt=\"Notre-dame-de-la-paix-yamoussoukro\" loading=\"lazy\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p><strong>\u00c0 Propos de F.P.C.L.<\/strong><\/p>\n<p>Le Fonds de Pr\u00eats aux Collectivit\u00e9s Locales en abr\u00e9g\u00e9 F.P.C.L. r\u00e9sulte du d\u00e9cret N\u00b0 89-962 du 30 Ao\u00fbt 1989 et des textes subs\u00e9quents ; le FPCL est un Fonds National qui a pour objet d\u2019accorder aux communes, \u00e0 la ville d\u2019Abidjan et sous certaines conditions aux associations d\u2019utilit\u00e9 publique intercommunales telles que d\u00e9finies par la loi N\u00b0 80-1180 du 17 Octobre 1980 relative \u00e0 l\u2019organisation municipale modifi\u00e9e par la loi N\u00b0 85-875 du 29 Juillet 1985, des pr\u00eats \u00e0 moyen ou long terme pour la r\u00e9alisation de leur programme d\u2019investissements.\u00a0<br \/>Le FPCL a d\u00e9marr\u00e9 ses activit\u00e9s en 1991 comme une composante du Projet de D\u00e9veloppement Municipal (PDM) financ\u00e9 par la Banque Mondiale et l\u2019Etat de C\u00f4te d\u2019Ivoire. Contribuant ainsi \u00e0 soutenir la politique de d\u00e9centralisation du gouvernement.
